Strategies for scientific and technological growth: the experience of Russia and Great Britain

The article aims to compare Russian and foreign (using the UK as an example) experience in formulating strategies for scientific and technological (and innovative) development, tasks, tools and difficulties in their implementation. Scientific and technological competition in the world has taken unprecedented forms. Increased military confrontation in different regions of the world is pushing scientific progress, creating a demand in a number of countries for generating breakthrough solutions in the context of reformatting the world order. The article provides a comparative analysis of Russian and British strategies in the field of scientific and technological development. Both countries have noticeable positions on the world map of technologies, having been or are among the top five or ten countries-leaders in terms of investment in R & D, attracting foreign students, the level of ambitions in the field of technology and international leadership. The first chapter of the article characterizes Russian strategic documents in the field of scientific and technological development (adopted after the start of the Special Military Operation 24/02/2022), in the second part of the text similar British strategies (adopted on the eve of and after the country’s exit from the European Union, so called Brexit) analyzed by the author. Particular attention is paid to the problem of shortage of personnel and attracting talented youth, which is typical for both countries. The third section of the text presents a table compiled by the author based on a comparative analysis, identifying the common and specific features in the Russian and British cases, the connection between the tasks set by both countries in the scientific and technological sphere with the foreign policy context and changes in the industrial structure. The table provides a clear picture of the similarities and differences both in the presentation itself and in the prioritisation of the scientific, technological and innovation strategies of the two countries. It is concluded that both countries are paying increased attention to scientific and technological spheres, and that the rapidly changing international realities, including the general conflict in the world, are having an ever-increasing influence on the formulation of relevant strategies, and as a result, the task of achieving technological sovereignty is becoming a priority for Russia, and leadership in the field of artificial intelligence - for Britain.
