Features of U.S. Multilateral Diplomacy on the Example of the IX Inter-American Conference in 1948
The appeal to this topic seems relevant in connection with the increased interest in the 21st century in new challenges facing the forms and models of multilateral diplomacy. There are significant differences in the understanding of the methods of implementing multilateral diplomacy among western and domestic researchers: for the former, it is a form of global governance; for the latter, it is achieving equality for all participants. Both recognize the need for a more in-depth study of the process of implementing multilateral diplomacy, which primarily requires careful selection and understanding of factual material from specific historical events - international intergovernmental organizations and conferences. This article examines the manifestation of the features of US multilateral diplomacy in connection with the IX Inter-American Conference of 1948, which formed the first military-political bloc in the post-war period. The United States interacted with Latin American countries within the framework of Pan-American relations since the beginning of the 19th century, which allowed them to use the accumulated experience to complete the process of their subordination to their strategic interests after World War II. An analysis of the process of preparation and holding of the conference based on published sources - materials of the US State Department and Congress, American newspapers, helps to identify the characteristic actions of American diplomacy during multilateral negotiations. The article examines the process of discussing the main provisions of the economic agreement and the anti-communist resolution, the reorganization of the Inter-American system and the adoption of key articles of the OAS Charter. The characteristic features of the multilateral diplomacy of the United States in the process of preparation and holding of the Inter-American Conference of 1948 are formulated in the conclusions of the article. The experience of creating the first military-political bloc of the United States demonstrated the possibilities of multilateral diplomacy for the formation of common rules of international relations, within the framework of which it is possible, with the help of reservations and internal legal provisions, to ensure the protection of one’s interests and leadership position.
