Formation of organizational structure of inter-regional association The Siberian accord(October 1990 - October 1993)
The article considers the process of formation of organizational structure of interregionalassociation of economic interaction "the Siberian agreement". Studying organizational structure of inter-regional associations willallow to better understand the process of transformation of public and economic institutes in transition to the market and also forming of newfederal relations.In the early nineties there was no accurate understanding of the purposes and problems of the created Association, its functions, theplace in new federation. All of it was built during the direct activity that was reflected in the development of organizational structure "TheSiberian accord". The created institutes were supposed to provide the realization of those goals which the participants of the association setfor themselves. The Association supreme body - The Council, irrespective of occurring transformation of regional authorities, preserved theprinciple of formation that was initially determined. It consisted of the higher officials of national-territorial and administrative-territorialformations. It allowed to operatively solve constantly arising problems during radical reforms. The executive management and its representationsin regions became working body of the Association. It conducted all current work and originally formed horizontal economic relationsin new market conditions. Coordination councils in various directions of activity became the major structure in frameworks of «the Siberianaccord". Each such council was headed by one of councilors of the Association that made regional leaders responsible for the state of affairsin corresponding sphere in scales of all Siberia. In parallel with controls activity in frameworks of «The Siberian accord", created bodiesAssociations providing activity - the Siberian analytical center, financial institutions, own mass media, and also the interaction Program asan organizational basis of realization of the primary goals.The basis of organizational structure of "The Siberian accord" was generated by 1992-1993 which is authorized by registration ofdocuments by the Ministry of Justice of the Russian Federation in January 1993. It testifies to the fact that a compromise between the federalcenter and The Association was reached about the place, the role and the competence of the inter-regional associations, which became anintegral part of the new public system of Russia.
