Conflict of the energy interests between Russia and USA in Central Asia and Caspian region

This article illustrates Russian position in Central Asia and Caspian region, conditioned on the increasing influence ofthe United States position in the same region. Caspian region is one of the strategic regions for Russian modern policy in the framework ofits geostrategic interests concerning specific energy issues. Russia firmly stands for equitable division of all resources in this region betweenall the involved countries who have legal rights and believes that any actions must proceed under the terms of international law and may besupervised by an independent international commission. The international legal status of the Caspian sea is a point at issue between fivecoastal countries (Azerbaijan, Iran, Turkmenistan, Kazakhstan, Russian Federation), however American authorities and energy companiesshow great interest in this dispute and active interference into this conflict situation, insistently supporting the counter Russian position. As ithas been officially stated by the American authorities this region is the sphere of American strategic interests because it directly concerns theenergy security issues of the United States. According to Mr. Brzezinski words - Caspian oil is the best instrument for geo economical promotionof Central Asia and Transcaucasia on the world energy market and hence tearing them away from Russia, and consequently forevereliminates the possibility of post soviet imperial reintegration. Luckily, current Washington "pipe diplomacy" acts within certain limits ofcommon sense and is turned towards cooperation with Russian energy diplomacy, however stipulated for American national energy independenceand security. United States would rather tolerate currently infirm Russian presence in the region than persistently intensifying positionof China in this region. In quest of dominance in this strategically important region America consistently increases its military presencein the region, which worries Russia immensely. The article also illustrates Russian site of action in the sphere of the world energy policy,especially concerning some of the vexed questions about Caspian and Central Asian energy resources. In this article there are some cluesgiven to Russian energy policy tendencies, which define possible strategies for Russian energy security strategy further development. Thearticle in the same way defines some of the new main challenges to the energy security for both major players in the sphere of energy policy.
