The problem of guardianship of public education in pre-revolutionary historiography

An important condition for increasing political and economical influence of the Russia Federation on global processesis to achieve a high competitive educational system in the country. It is about an integration of education into the European educationalspace, which are the fulfillment of the tasks of social order of society. In this context an actual meaning is having the formation of theInstitute is improving the system of care. In this connection it is necessary to highlight the estate of scientific research topic is elaborated inthe pre-revolutionary national historiography. It is the books about Russian education of the professor S.V.Rojdevstvenskiy at the St.Petersburg university where are the government activities for the establishment and functioning of the school district of the Russian Empire,headed by the trustees. In the second half of XIX century went out fundamental works which covered the history of the Imperial MoscowUniversity, the University of Kiev Saint Vladimir showing the role of guardianship. So Professor S.P. Shevyrev comprehensively examinesthe actively of curators, trustees later the Imperial Moscow University. He aptly demonstrates the contribution of I.I. Shuvalov, A.Razumovskiy, P. Golenishchev-Kutuzov in raising the status of trustees. In the book Professor MF Vladimir Budanov discussed in detail theactivities of Trustees of the University of St. Vladimir of Kiev. The author lists the Trustees of the University and their duties; identifies thebusiness and also the moral qualities as honesty, humility, kindness and decency. Professor N.P. Zagoskin in the 1906-1909 years whoserved as rector of the Imperial University of Kazan in his writings author studied in detail the formation of guardianship of the publiceducational and its transformation into a state-level institution it is the republic service. Most valuable are the scientific articles published inthe pages of scholarly magazines. Pre-revolutionary scientists V.I. Guerrier, V,S. Ikonnicov, B.B. Glynskiy considering the role of theinstitute guardianship of public education in shaping the regulatory framework of universities. In the modern sound ideas of ProfessorV.I.Guerrier enhancing the role of government in the making. The investigated problem is reflected in the writings of M.I. Suhomlinova,A.N. Pypina and F.M. Umanets about the effectiveness of the government care about public education the importance of the position of thetrustee as a public servant. That's why the pre-revolutionary historiography is characterized by the presentation of a coherent pattern andtrusteeship. The authors demonstrate high moral and ethical qualities of Trustees and their contribution to improving the educational processand increase the prestige of the Russian education system. Care of the national education drew attention of the Government whichcontributed to the gradual formation of the regulatory framework and public involvement in the educational system.
