Formation of new «ruling class» and consolidation of political elite of the Tomsk region in 1988-1993
The Perestroika reforms directed on activization of public life, radically changed system of staffing of an administrative board of the Soviet authorities developing by decades. Introduction of democratic principles in a control system of regions stirred up activity of Councils of People's Deputies of the Tomsk region and led to understanding by elite groups of the region of the importance in local political processes. The increased status positions of Tomsk elite distinctly were shown when developing the concept of complex social and economic development of the Tomsk region and its transfer to territorial self-financing. It promoted definition of positions of elite in relation to the center. Elections of People's Deputies of RSFSR in 1990 distinctly revealed contradictions between the Soviet and party elite groups in distribution of powers of authority. As a result of alternative elections the people offering radical ideas on reforming of the state came to local Councils in 1990 in the Soviet elite. Having discharged of administrative processes party elite, the Soviet elite group is radicalized and breaks up on political preferences. Having essential impact on the representative power, two groups deputy democratic orientation «Democratic Tomsk» and «Action, stir up the activity behind establishment of control of executive power in the region. It leads to change of the chairman of regional executive committee businessman O.E. Kushelevsky becomes whom. It involves in management of area of the democrats supporting views of the chairman of regional executive committee on strategy of economic reforms. It leads to opposition of two groups led hard-fought battle for a post of the head of regional administration and challenging superiority in democratic movement of Tomsk. As a result the chairman of the Tomsk regional council, the former party worker V.M. Kress was appointed to a post of the head of administration. When forming an admin-istatsriya the continuity of personnel structure of regional executive committee and formed administration is traced. In same the period significantly increases the importance of heads of administrations in a control system of regions and the country as a whole. Therefore, in the fall of 1993 having lost a counterbalance represented by Councils of People's Deputies, head of administration V.M. Kress brings out of structure of administration of democrats and appoints to important posts of representatives of the party and Soviet nomenclature. On this background there is a consolidation of political elite of the Tomsk region round the head of administration, and investment of edges and areas the status of the subject of Federation promotes unity of its interests. The businessmen who have made in anticipation of elections attempts to unite for protection of the interests become new political force Elections in a regional duma in the spring of 1994 show dispositions of Tomsk elite. The victory on them is won by the candidates being representatives of the second and third echelon of the nomenclature, as predetermined consolidation process by 1994 of Tomsk political elite.
