The periodical press of Novgorod Zemstvo, 1899-1917

Editions of local governments in the end of 19- beginning of 20th century led to the development of official province press. Those editions served as support of Zemstvos' (local government in prerevolutionary Russia) and society consolidation, collecting useful information for farmers, business men and the intelligentsia. Editions of Novgorod Zemstvo in the system of province press are discussed in the article. Traditions and requirements of the time are considered to be the principal contradiction for such editions. Overcoming of the traditions and the spirit of time got the reflection in editors' policy and their relationship with the reader.
