The reviewing manuscripts process submitted to the editors of the journal "Journalistic Yearbook"
All articles received by the editorial staff are independently reviewed
1. The manuscript of a scientific article submitted to the editorial office of the journal is considered by the responsible secretary for correspondence to the profile of the journal, the main provisions of the requirements for publications, design approved by the editorial board of the journal.
On receipt of the article and its further reviewing, the responsible secretary informs the authors by means of automatic notification by e-mail after making appropriate changes in the author's profile on the journal's website. If formal requirements to materials for publication are not met, then the article for publication is not accepted "on formal grounds" and this is reported to the author through automatic notification.
2. The executive secretary shall forward the article for review to one or, if necessary, two reviewers. To review the manuscripts of the articles, both the members of the editorial board of the journal and highly qualified scientists and specialists of other organizations that have deep professional knowledge and work experience in a specific scientific area may be involved as reviewers.
3. The publication reviews all the materials coming to the editorial board that are relevant to its subject matter, with a view to their expert evaluation. All reviewers are recognized experts on the topic of peer-reviewed materials and have published in the last 3 years on the subject of the article being reviewed. The reviews are kept in the publishing house and in the editorial office of the publication for 5 years. 3. The timing of the review in each individual case is determined taking into account the creation of conditions for the rapid publication of the article. The maximum period for review is not more than 3 months.
4. Reviewing "one-sided blind": the author is not informed about the referee (referees). The author receives a review without signing and indicating the name, position, and workplace of the reviewer.
5. If the review contains recommendations for the correction and finalization of the article, the responsible secretary of the journal sends the author the text of the review with a proposal to take them into account in the preparation of a new version of the article or to argue them (partially or completely) with arguments.
6. An article sent to the author for revision should be returned in corrected form within a month. To the revised manuscript it is necessary to attach a letter from the authors containing the answers to all the comments and explaining all the changes made in the article (by highlighting the changes with color in a separate file and in the text of the article). The revised article is re-sent to the reviewer and the response is attached to the referee (answer to the review "Thanks to the reputable reviewer for the careful reading of our work, ... we tried to take into account all the remarks ..., but at the same time ... .."). The date of receipt is the date of return of the revised article.
7. The editorial office reserves the right to reject articles in the event of the author's inability or unwillingness to take into account the wishes of the editorial board.
8. An article not recommended by the reviewer for publication is not accepted for reconsideration.
9. In the presence of negative reviews of the manuscript or its modified version, the article is rejected with the obligatory notification of the author about the reasons for such a decision.
10. Not allowed for publication in a scientific journal:
- articles containing previously published material
- articles that are issued without observing the rules for the preparation of articles;
- articles, whose authors refuse to update the articles;
- articles, whose authors do not fulfill the constructive comments of the reviewer or reasonably do not refute them;
- a series of articles that represent separate stages of unfinished research.
11. After the editorial board accepts the decision to admit the article to the publication, the executive secretary of the journal informs the author about it by means of an automatic notification and indicates the possible terms of publication.
12. The editors of the publication send copies of reviews or motivated refusals to the authors of the submitted materials, and also undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of the relevant request to the editorial office.
13. The order of publication of articles is determined by the registration date of their receipt by the editorial office. Works devoted to especially topical problems of science, as well as containing fundamentally new information, can, according to the decision of the editorial board, be published out of turn.
The editorial board does not enter into an informative discussion of articles, correspondence on the method of writing and writing scientific articles, and does not develop articles to the required scientific and methodological level.
