Specific of organization and structuring of educational resources organized as open content in different cultural groups

Nowadays the role of individual educational trajectory is very high. Also for modern stage of education it is necessary to have an easy access to information (learning materials), open interactive communication and effective qualified feedback. Undoubtedly the information technologies represent the supportive basis in this process. One of the recent and most interesting trends in modern education is open educational resources. In this article we consider some foreign OERs, OERs in CIS countries and OERs in Russia in the comparative context. For the analyses of the design specific and functioning of of open educational resources we have used the Cultural Dimensions' approach described by Geert Hofstede and the approaches applied by other researchers in this field.
