FORMATION OF CONSTRUCT OF DISTANCE EDUCATION SYSTEM
Relevance of the research of the construct properties of distance education is stipulated by presence of contradictions between competencies of the Federal State Educational Standards, the necessity of module-rating structuring disciplines and educational achievements, on the one hand, and the traditional focus on obtaining of knowledge, abilities and skills of students, arbitrary division into blocks of program material and formal test control use, on the other hand. Basing on general systems theory, it is possible to focus on the properties of construct education that can be didactic provision of training process. The instrument of evaluation of the effectiveness of public network of electronic educational resources is the law of requisite variety of information theory. A stabile system should have a number of ways for solving uncertain situations which exceed the number of emerging problems or the ability to create such a variety. Besides the modular structure of the work program which is based on the minimization of precedence conditions, the didactic provision of educational process must include problem, test and design tasks that could be considered as the situations of uncertainty of behavioral psychology. The theoretical bases of construct formation of distance education are the principles of invariance and discrecity of educational quality measurement. Selection of the most significant standards of behavior (competence) for the student’s competence formation is carried out by means of sociological studies of the employers’ judgments. Method of the hierarchy analysis enables to use the cluster of preferences and draw a cor-responding diagram, with is used in the network mode of the procedure of multi-criteria expertise. Finally the number of credits are determined which should be awarded to the student for standard of behavior development. Since each credit is confirmed by performance of a specific action on competence mastering, the teacher should offer an appropriate project task, the execution of which is connected with his scientific interests area. Then electronic education and methodical complex of the discipline should be developed containing the full didactic provision of educational process. The concept of construct validity is introduced for quantitative evaluation of the objective function of the educational system realization as the degree of conformity developed by the teacher the didactic provision of educational process to the standards requirements. Normative significance of this value for effective didactic provision of distance education magistracy program mastering is 0,88. The index exceeding leads to the students’ competence formation as competitiveness in the modern post-industrial society.
