Network interaction of higher education institutions as factor of improvement of quality educational programs

The paper considers the problem of organization of international educational programs via network form. It substantiates an urgency of universities cooperation with use of network form: consortia and associations, and their key role in quality improvement of education and manpower training. It defines the advantages of network form for realization of international educational programs: harmonization of curricula and courses, coordination of educational process, concordance of system of knowledge estimation, which is the basic component for both maintenance of education quality in corporate educational environment and academic mobility increase of students and teachers. Information and communications technology has a particular role in network form improvement in the framework of international educational programs implementation. The paper shows the example of organization of network interaction of Tomsk state university (TSU) with universities of Kazakhstan. It examines the first experiment of uniform science-educational environment creation of Russia and Kazakhstan higher institutions realized in 1999 in the Republic of Kazakhstan within the framework of joint experiment of the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Education of the Russian Federation. A number of Kazakhstan higher educational institutions and TSU carried out a joint project of e-learning system creation for training specialists in different majors. In the course of the experiment the business, methodical, technological and technical bases of operation of interstate educational institution ‘Kazakhstan-Russian university of distance education’ were developed, which allowed the citizens of these states to receive the higher vocational education and the state diplomas of the Russian Federation and the Republic of Kazakhstan. The paper pays special attention to the joint project between Tomsk state university and Pavlodar state university named after S. Torajgyrova (PSU). It is devoted to development of joint double-diploma educational program ‘Information processes and systems’, whose realization began in 2013 on the basis of TSU physical faculty and the faculty of physics, mathematics and information technology of PSU. It gives the description of the normative documents package, developed by participants of the project, the curriculum structure and the e-learning educational process organization. It presents the results of the first years of joint educational activity realization and the prospects of the project. It gives the arguments that the associative form of network interaction is the most effective in education quality achievement.
