Qualimetry of teacher’s publication activity

In modern Russian educational system the traditional and competency-aimed model of the learning process are implemented simultaneously. The probability of introduction of credit-module-rating technology increases with the publication activity of the teacher in the field of scientific knowledge, which corresponds to contents of program materials of disciplines and practices that make up his/her academic workload. The objective function of the system of scientific research is publication activity, and the construct is the way of achieving the recognition status of research results by members of academic community, where the most important indicator of effectiveness is citation. Taking under effectiveness of research a degree of result achievement as comparison with the aim set, it can be argued that the impact factor as the ratio of the number of citations to the number of publications for a certain period is a qualitative indicator of efficiency of this system within a certain journal. As a qualimetry of publication activity a modified citation index Hirsch is proposed that takes into account the impact factors of journals in which the teacher’s papers were published and quoted. An algorithm for computing of modified Hirsch citation index is considered, as well as its graphical representation with the help of two-dimensional continuum. The author who is able to write an article, which has been read by many people and the author of many articles, which have been read once by a number of people, show the same important complex results. The difference is that the former has implemented an intensive way to achieve the goal, and the latter - extensive. Graphical representation of the Hirsch index involves the use of extensive horizontal axis, and intensive - vertical. The modified Hirsch index assumes the position along the horizontal axis not the number most cited author’s articles, and the impact factors of the journals in which these articles are published. The citation of each publication with the help of horizontal layers of the diagram columns should be presented along the vertical axis; their thickness should correspond to the impact factors of the citing journals. Introduction of modified Hirsch index makes it possible to realize the analysis of its relationship with the list of competencies of the educational program that promotes the realization of credit measure of teacher’s academic load in terms of the distance education system. For this purpose special software has been developed which enables to calculate the modified citation index as a square measure in a two-dimensional continuum.
