The principles and mechanisms for general distance environment construction
In the course of the study the principles and mechanisms for general distance environment construction (GDEC) were substantiated. The examples of implementation of those in school education were shown. General distance education environment - an important pedagogical phenomenon - is more comprehensive than information educational environment, since it involves the whole range of environmental education components. In particular, it comprises: “Social order in respect of distance learning”, “Regulations and laws on distance learning”, “Principles for organization of distance education activities”, “Conditions of distance learning organization”, ”Requirements to the organization and the results of distance learning”; “Performance criteria of distance learning.” The development of this phenomenon occurs in the direction from the GDEC individual schools to a single GDEC, in which each Russian schoolboy can obtain systematic general education. Constructing general distance education environment should take into account on the one hand, the principles regulating any educational activity, and on the other hand, purchasing in distance learning specific content. Six mechanisms were designed to facilitate the construction of general distance education environment and enhance its research capacity. 1. The mechanism of adaptation of GDEC to the social order requirements. 2. The mechanism of implementation of legislation and educational standards in the construction of GDEC. 3. The mechanism for implementing the principles for organization of distance education activities in GDEC components. 4. The mechanism of effective modalities for distance learning through GDEC. 5. The mechanism for realization of the educational requirements via GDEC. 6. The mechanism of development and adopting the criteria of distance learning efficiency in the GDEC construction. All these mechanisms are designed in general terms and need refining and further theoretical and experimental studies. Specific tools and algorithms for implementation of these principles and general distance education environment construction will be proposed further at the following stage of the research work.
