Network dissertation councils of philosophical sciences and specific procedures for habilitation
The article describes the network of dissertation councils of philosophical sciences in Russia. The author analyzes the thesis vertical, its governing bodies and the geographical distribution of dissertation councils. The highest governing body that controls the activity of dissertation councils in the country is the Supreme Attestation Commission under the Ministry of Education and Science of the Russian Federation. However, it meets at least two times a year and is composed of people, very busy on their core business. So really directs the work of dissertation councils Department of the Ministry of Education and Science. The author states that in Russia there are about 70 dissertation councils. They are distributed unevenly. 24 dissertation councils operate in Moscow and St. Petersburg. 25 dissertation councils operate in the European part of Russia. 14 dissertation councils operating in Siberia and the Urals. This situation is not satisfactory. The author puts forward the proposal for decentralization of the thesis, the transfer of many functions in the awarding of degrees of the leading universities of Russia. He also reflects on the communicative nature of the rituals thesis defense and tries to understand the functions of the main actors of protection. He believes that there are irrational and rational basis in the activities of the Dissertation Council as a social group, performing a ritual to determine the readiness of the applicant to independent research. He is trying to reveal the obvious and hidden side of the main participants of the ritual behavior, namely the applicant, his supervisor, board members, Chairman, Deputy Chairman and Scientific Secretary.
