Human development of the Republic of Tatarstan in official documents and expert assessments
The article discusses the problem of human development, the relevance of which is dictated by the requirements of modernity. In the Russian Federation, the issues of human development, along with saving the population, are considered as components of the country’s national interests. The significance of their solution is emphasized in strategic documents, in particular in the National Security Strategy of the Russian Federation (Decree of the President of the Russian Federation No. 400 of July 2, 2021). However, the multisubjectivity of the Russian Federation, the various possibilities of the budgets of the Russian regions, the conditions and living standards of the population of certain territories of the country, their climatic, resource and sociocultural diversity update the study of the features of human development at the local level. The aim of the article is to compare Tatarstan’s approach to the accumulation of human development, laid down in the official discourse of the region, and the results of the declared policy. The study was carried out using two methods: content analysis of the Strategy for the Socio-Economic Development of the Republic of Tatarstan until 2030 and an expert survey, the participants of which were experts in economy, education, health, and ethno-cultural sphere of Tatarstan. As a result of the study, the priorities of the republic in terms of increasing human development and their application were identified. The conclusion is made about the embodiment of the majority of the declared interests of the republic. This concerns Tatarstan’s guidelines for the development of education (primarily higher education), support for a diversified economy, modernization of healthcare facilities, the formation of a modern cultural environment, and the use of the region’s multi-ethnicity as an investment-attractive brand of the republic. The discrepancy between the declared policy and its implementation in practice was found in terms of the tasks for increasing the birth rate, ensuring labor longevity and education competitiveness at the international level. The article proves the need to take into account risk factors as a promising direction for the deployment of the concept of human development. This is shown by revealing the impact of global, all-Russian trends and unpredictable risks on the successful expression of Tatarstan’s priorities. The authors declare no conflicts of interests.
