Sustainable cruise tourism in the Russian Arctic (case of Solovetsky Archipelago)
This article examines the cruise tourism industry in the Russian Arctic from the perspective of the sustainable development theory. Cruise tourism is a tourist product that includes the transportation of passengers on a cruise ship along a pre-agreed tourist route along sea and (or) inland waterways. The main areas of cruise tourism in the Russian Arctic are island territories located in the waters of the northern seas, which are part of the Arctic Ocean. Cruise tourism plays an important role in the economic development of the Arctic territories, but it can also have a negative impact on the ecosystem and the livelihoods of the local population. In this regard, the problem of sustainable development of cruise tourism becomes urgent. The aim of this article is to identify the factors of formation of sustainable cruise tourism in the Russian Arctic. The study was conducted on the example of the Solovetsky Archipelago using a stakeholder approach and high-quality semi-structured interviews with key stakeholders. It is shown that the sustainability of cruise tourism is influenced by economic, environmental and social factors. Economic factors include the underdevelopment of the coastal infrastructure, the lack of cruise ships, regular water communication with the administrative center, as well as a unified passenger accounting system. Environmental factors include seasonality of cruise tourism, uneven distribution of anthropogenic pressure on the archipelago and lack of an environmental risk management system. Social factors include low involvement of the local population in cruise tourism activities and lack of information about the economic benefits of cruise tourism for residents of Solovki. Specific but no less significant factors affecting the sustainability of cruise tourism in Solovki are epidemic and geopolitical processes. To increase the sustainability of cruise tourism in the Russian Arctic, it is proposed to develop a cruise management strategy based on the coordination of actions of all cruise tourism stakeholders.
