Representative bodies of rural settlements: institute or institution?

Raises the question of the relevance of assigning the status of the "institute" or "institution" to the modern representative bodies of rural settlements in the framework of this paper is primarily due to the fact that the understanding of these two categories will make a conclusion about particular stage of social development of these bodies, society recognition degree as well as their role in society in general and in individual living. The author consistently examines concepts and feature of the "institute" and "institution". As a basic definition of "institution" D.P. Gavra's approach was selected. Considering the concept of "institution" the author refers to the O.V. Inshakova's definition. Considerable attention is paid to the analysis of "institution" features, based on the "institute" features. Considering to the representative bodies of rural settlements, the author notes that problems, associated with the operation of the local government system as a whole or at the level of municipalities, are more common in the scientific community today. Following authors were dealing with this problem: A.B. Abazov, A.E. Bulaev, I.A. Alekseev, A.A. Dzhigaryan, E.Y. Maikova and E.V. Simonova, J.O. Boger. The author comes to the conclusion that those characteristics, which are mentioned by modern scholars, are more typical for the "institution" category. Referring to the basic definition of the "institute" category, the author considers that in order to representative bodies of rural settlements be considered in terms of the "institute", it is necessary to speak not only about the legality, but also the legitimacy of bodies. The author suggests that mentioned features are related to communicative activities of the representative bodies of rural settlements. In turn, the legitimacy of representative bodies largely depends on the organization and implementation of their communicative activities within the framework of implementation powers in local government system. For this purpose, the author intends to continue research using sociological methods and tools that will make comprehensive conclusions about the perception of the representative bodies of rural settlements by different target groups , and thus to assess the legitimacy degree and ,as a result, institutional forms.
