Retrospective conditionally of the novelty of factual statement

Retrospective conditionality of the novelty of "factual statement" is defined for us again (at an arising situation) manifestative urgency of earlier implicit structure; condition of concept representation - is the condition of possibility to see; grounds of the conflict of research programs is always the next conceptual shift of our vision, instead of "observable" theories, changing of which is the result of same conceptual shift, but an the micro level. Understanding of the novelty of "factual statement" in retrospection, of course, demands justification and new aspect of vision (well-known to us up to this fact). The article also formulated and considered the possibility of "observational theories" out of research programs. If to consider the factor that the theory as that is a specific organization of relationships of a certain quality elements, conditioning such type of relationship, it is necessary to recognize that "observational theories" are impossible out of research programs. Therefore, we cannot and should not allow the back in the view of system needs of such organization. On the example of the analysis of the possible grounds of I. Lakatos's abstract statements is presented a concept that limit justification of theoretical systems is an acceptance of a certain situation, which in itself is a statement of the impossibility of further rational research in this direction. It is supposed that the retrospection draws our attention speak in images, to earlier missed opportunities. And it is happening (retrospective analysis may indicate problematic steps of reasoning) for the reason that at the time of this analysis specified problems are already solved or removed from the agenda due to lack of the possibility of their future solution. Consequently, retrospective conditionality of the novelty of "factual statement" is defined for us again (at an arising situation) manifestative urgency of earlier implicit structure.
