The state program «Accessible Environment» as condition of dissolution of disability barriers in Russia

The paper analyzes the programs, creating accessible environment at the experimental regions of Russia. The object of the survey is the state program «Accessible Environment» 2011-2015. The subject of the survey is implementation of the state program «Accessible Environment» 2011-2015 at the five experimental regions of Russia (Saratov region, Tver region, The Republic of Khakassia, The Republic of Tatarstan, The Udmurt Republic). The aim of the survey is analysis of implemented measures at specified regions within the framework of creating accessible environment (barrier-free environment). The tasks of the survey are: 1. To conduct historical excursus on creating an accessible environment and the development of sociological research. 2. To conduct a comparative analysis of activities in the following areas: ensuring the accessibility of accommodation and living environment, transportation and transport services, sport buildings and services in the field of sport, cultural facilities and services in the field of culture, social welfare and services in the field of social welfare, accessibility of medical organizations, health care facilities and services in the field of medicine and public health; providing access to facilities of the educational system and the provision of educational services; providing access to objects in employment and provision of services in the field of employment and occupation; providing access to Internet resources, communication devices and services in the field of information and communication. The main research method is a comparative documentary analysis. Additional method is expert interview (with representatives of Tatarstan ministries and nongovernmental organizations). The main conclusion is an imbalance between large funding of some activities and low financing of some others. In addition, all of the programs implemented in the region, focused on the creation of accessible (or a barrier-free) physical environment. Regional agencies give a little attention to creating a positive attitude towards disabled people in society.
