Studies of world order: theoretical problems and differences of interpretation
The paper maintains that there formed a consensus regarding key criteria of world order among a variety of theoretical approaches. Nevertheless, there remain serious disagreements which subject the issue of world order to political debates, theoretical, and academic discussions. Difficulties concern relations among concepts that aim to analyze changing structure of world order, attempts to combine descriptive and prescriptive parts, as well as principal differences between approaches of realists and liberals. The author stresses that these disagreements include those regarding main criteria, main actors, purpose of world order, means of legitimization, and main methods. This explains why mutual criticism of realists and liberals and their presentation of each other's viewpoints as incorrect is natural. Still, the noted consensus on key criteria of world order, the need to overcome problems in studying world order draws their attention to each other's arguments and allows for some theoretical dialogue. Rigorous usage of the concept "world order" refers to a desirable state of international relations, rather than reflects the current state of these relations. Nevertheless, the concept serves useful purpose among theoretical tools developed for analysis of development trends in international relations.
