The position of the Republic of Belarus in the structure of the modern global socio-political space
The article is devoted to the analysis of the position of the Republic of Belarus in the structure of the global socio-political space. The article defines the international subjectness of the state which is the power ability to influence the dynamics of international relations, i.e. to design a socio-political space at the regional or global level. The factors forming international subjectness are identified. They include the place in the geopolitical space, belonging to global conceptual discourses, strategies of national development and international interaction, presence in information and communication networks, participation in global development and contribution to the "common good" of the humanity. It is concluded that the modern positioning of states is carried out in a coordinate system created by geopolitical and discursive factors at the same time. The discursive factor is associated with the influence of global conceptual discourses. Global conceptual discourses are the globally most influential discourses of subjects of international relations that offer a comprehensive, systematised set of views on current processes taking place in the global socio-political space and the goals these processes must achieve. The geopolitical factor is defined as the influence of national strategies of countries considered as global leaders. The geopolitical and discursive influence on Belarus includes influence of the EU, Russia and China. It is determined that in the conditions of increased tension of international relations in Eurasia, Belarus becomes an object of influence simultaneously from several civilisational discourses and national strategies. The answer to this challenge is the development of Belarus' own strategy for deepening cooperation in the region and overcoming the vulnerabilities of a unilateral approach in foreign policy and international relations. Nevertheless, Belarus still needs to strengthen its presence in the global communication space. Activity in the information and communication networks will help to highlight and promote initiatives which Belarus is making at the international level.
