The problem of conceptualization of human development strategies
The paper is focused on the conceptual transformations in the interpretation of the concept "fate" in the technogenic culture. In philosophic studies, the concept "fate" is primarily considered in the historical and philosophic aspects. In antiquity, in which the cosmos defines being, the idea of fate was one of the basics in terms of understanding human being. In medieval culture, the idea of fate, as divine providence, retained its importance. In modern times, with the development of natural science and the formation of a scientific worldview, the idea of fate was dislodged into the sphere of philistine ideas. The interest of philosophy in the notion of fate was revived in existentialism, though not in a rationalist, but in an irrationalist context. In the rationalist philosophic tradition, the idea of fate is constituted in the context of the cultural dominant of determinism. Georg Simmel understood fate as the determination of human life by external forces. In Oswald Spengler's works, fate is the inner logic of life, its deep regularity. In this study, along with historical and philosophic analysis, it is shown that the prospect of studying the ontological essence of technology, outlined by Martin Heidegger, at the present stage of the development of science and society finds its embodiment in the phenomenon of technoscience. Heidegger revealed the essence of technology through the concept "Gestell" and stressed that "Gestell is fate because it sends man to revealing historical being". If the phenomenon of fate is viewed in the evolutionary context and interpreted as a kind of a development program, it should be recognized that biology, genetics, and technology science have influenced the conceptual content of this universal of culture. Particular attention is paid to the problem of human development and the preservation of human identity in the conditions of technological expansion. Convergent technologies are able to change radically both people and their world. These fears found expression in the idea of a technological singularity articulated by John Von Neumann. The biological component of human nature was the unchanging foundation upon which the evolution of man was built. The possibility of changing the very foundation creates a qualitatively new situation. Is there a choice for a particular person: how to construct one's self if irreversible biological programs are launched? The prospect of conceptualizing a deterministic attitude and discussing the philosophic problem of determinism and free will is outlined. It is shown that the analysis of deterministic attitudes of human development strategies and civilization is associated with such concepts as "prognostic practice" and "foresight".
