The parliamentary system in modern Russia: Peculiarities and problems of implementation
An analysis of the evolution of parliamentarism shows that the institution is historical in nature, and is in constant development. Its evolution, transition from one stage to another, is caused by the political, socio-economic, cultural and spiritual changes in the society. Features of the implementation of parliamentarism in various periods of the political system development reflect the state of social relations and meet the requirements of society. This institution, having realized its historical potential at a certain stage, creates preconditions for a transition to a qualitatively different state that is characterized by new content and institutionalization forms. The experience of parliaments over the past decade shows that the institution has not outlived its usefulness, and it is unlikely that it will ever become unnecessary. The strength and importance of parliamentarism lies in its ability to provide an evolutionary way of society's development. As practice in the developed countries shows, in crucial moments of history, parliament and related institutions and practices played the important stabilizing role in these countries. Modernization processes received people's approval and support, including through parliament, because parliament gave these processes the nature of the implementation of the will of the people. Parliament creates the conditions and provides the opportunity to hear all the opinions, contributes to the achievement of compromise and rapprochement between various political forces, makes laws, creates the legal basis of the state. This institution involves the population in the discussion and decision-making either directly or through political parties and alternative methods of representation. Such mechanisms allow parliament to share the responsibility for the decisions and the electorate in some degree, and to legitimize political power. At the present stage, the parliamentary system faces several challenges that hamper its development. This article attempts to analyze the specifics of modern Russian parliamentarism and to identify factors hindering the development of its democratic version, and also offers measures to overcome the existing problems.
