Strategic University-City Cooperation: The Role of Campus in Higher Education Internationalization
The article covers the peculiarities of French and Siberian university cities' strategies in higher education internationalization. It focuses on the way the university campus is integrated in the city. The authors observe the ways campuses may attract students, especially international ones, taking the examples of the university cities like Bordeaux (France), Tomsk and Novosibirsk (Russia). Bordeaux is ranked among the most student-friendly cities of France. The share of students is about 30% of the city population, the share of international students is about 10.6% of all the students in Bordeaux. The experience of Bordeaux in attracting students is a successful one for several reasons. They are the creation of an inter-university campus, strategic planning together with the city authorities, the solution of students' housing and transportation problems. The creation of a convenient campus is largely supported by the state and local initiatives. The Bordeaux experience seems useful for Tomsk, in which the new inter-university campus and the consortium of universities are being established. Although Tomsk is rather successful in promoting the brand of a student city, it lacks infrastructure making life of students, especially international ones, convenient and secure. However, despite the general decrease of the students' numbers coming to Tomsk, the share of international ones is increasing and makes up to 20% of all Tomsk students. Having compared the two spatial campus models - the localized and the dispersed ones - the authors outlined several advantages and disadvantages of each model applying them to the campuses located in Tomsk and Novosibirsk. Finally, the authors highlight that studentification and higher education internationalization make specific demands towards university city and university campus infrastructure. Therefore, common strategic planning and cooperation between university and city administrations is very much useful. Such cooperation should be aimed at creating necessary housing, transportation facilities and security for students, lecturers and researchers working at the universities.
