Global Public Order and Its Changes
The article discusses modern approaches to the study of the global public order, including the analysis of factors contributing to its formation and the consideration of the forms that it takes. The phenomenon of the global public order characterizes the postmodern situation, described in the categories of decentralization, fragmentation, depersonalization of power, and indirect control through network structures. According to the authors, the global public order is becoming more and more an object of interdisciplinary research, in particular, it is actively considered from the standpoint of structural analysis. The authors conclude that the process of adaptation of new forms of the global public order to the dynamically changing global reality is currently underway. As a result of the research, it was possible to identify and generalize the patterns associated with the transformation of forms and mechanisms of public order in the context of modern global processes: 1. Public order is emerging today as an independent phenomenon and cannot be reduced exclusively to formal legal, communicative, organizational and political aspects. 2. Modern public order is inextricably linked with the situation of "liquid modernity" and the formation of the system of "liquid observation", in which the panopticon a form of public control is gradually stepping aside. 3. Public order is associated with the formation of a global control matrix based on modern global communication technologies. 4. The structural basis of the emerging public order model is the combination of such forms of public control as the synopticon ("surveillance of the few by the many") and the banopticon (with polarization and exclusion from the public space of the "undesirable"), with some elements of the panopticon retaining. 5. The approval of new forms of public order and public control is accompanied by a new "revolution of managers", when the latter are gradually relieved of their duties to exercise guardianship and control over the broad masses of people, transferring the implementation of control procedures to previously subordinate objects. 6. The state retains, within the limits of its competence, part of the powers to implement public order, while retaining its own segment of public control. 7. The emergence of global public control leads to the separation of politics and governance. The approach proposed by the authors to the study of the emerging global political order obviously needs further elaboration and specification. In the authors' opinion, it is the updated understanding of the nature and methods of formation (reproduction) of the global public order that will make it possible to concretize the meaning of this concept and make it the property of the general public. The very concept of the global public order allows concretizing the content and meaning of the concepts "world order" and "global governance", providing additional opportunities for the formation and use of public communications, political modeling, political propaganda and political engineering. The global public order presupposes not only a certain consensus of the world elites, but also the building of public opinion and the sociopolitical situation based on the laws of the internal dynamics of society.
