The Legislative Assembly of Saint Petersburg: Expert Participation in Decision-Making
The forms of expert participation in law preparation and other decision-making in the region legislative assembly as a whole and in its committees are analyzed on the example of the Legislative Assembly of Saint Petersburg (SPbLA). The research was realized by means of analysis of the SPbLA website and semi-structured expert interviews with deputies and their assistants. The SPbLA website was compared with the websites of the legislative assemblies of Leningrad and Nizhny Novgorod Oblasts and of Moscow City Duma. The author has detected that, unlike the websites of the compared assemblies, the SPbLA website contains no information about activities of expert councils affiliated with SPbLA or with its committees. Expert interviews supported the absence of such expert councils, and respondents explain this by the position of the chair of SPbLA. Simultaneously, the Committee for City Management, City Construction and City Property has an interesting experience of joint activities with expert communities, including publication of all expert examination results. However, these results are publicized outside of the official SPbLA web-site. The conclusion has been made that, in the respondents' views, the expert community consists of not only expert-specialists with scientific knowledge, but also representatives of business that lobby their corporate interests. The deputies of the assembly also stress the expert knowledge of the assembly's employees that can have knowledge about the formal and non-formal rules of decision-making; they work as inner experts. Two kinds of experts can be distinguished in the community of outer experts: 1) experts invited as a resource of knowledge on a problem situation interesting for the deputies; 2) experts involved in the legislative and other decision-making in SpbLA; such experts must have knowledge about the inner procedures and practices of decision-making in a specific regional parliament.
