Political Culture of the Municipal Employee in Russia: The Ideals of Candidates and the Consensus of Employees
The article reveals the role of political culture in the activities of municipal employees in Russia. The work is based on an empirical study; its participants were candidates for positions in the municipal service, and then the same respondents, but already in the status of municipal employees with at least one year of experience. The main aim of the study was to identify various aspects of understanding political culture, its relationship with the value orientations of individuals, as well as to determine the importance of political culture for decision-making and in general attitude to business. Changes in the ideals of political culture that emerged among the candidates, and then were subjected to consensus when obtaining certain experience of municipal service, were also traced. The idealization of political culture, as the article shows, is associated with the worldview and value orientations of individuals focused on working in municipal bodies. Over time, having sufficient experience of municipal service, the study participants resort to a consensus regarding the role of political culture in their professional activities. As a result of this consensus, some characteristics and ideals of political culture do not change, but at the same time there are illustrative examples of critical views on political culture. The identification of the ideals of political culture makes it possible to assess individuals' attitude to this phenomenon, and these ideals become important for the development of certain views, ideas and opinions. Thus, in the article, political culture is conceptualized as a factor of effective municipal service and as consolidation of officials' value orientations correlated with political culture.
