Rhetorical strategies for constructing current social problems in official and public discourse
This article presents the results of a discourse analysis of the governmental and public rhetoric accompanying the actualization of the directions of modernization of the social sphere of Russian society. In recent decades, turbulent changes have occurred that actualize new forms of social inequality. Ecological, economic, climatic, epidemiological risks lead to the emergence of a whole range of social problems that require solutions. An analysis of the discourse of public arenas allows us to identify which issues compete with each other for authority and how the rhetoric of problems legitimization relates to the actions of individual social institutions. The empirical base consisted of 209 sources posted on official resources and in leading media. The analysis included official speeches and interviews of representatives of the Ministry of Labor and Social Protection of the Russian Federation, the Ministry of Health of the Russian Federation, the Ministry of Natural Resources and Environment of the Russian Federation and their regional offices, as well as non-profit organizations. Based on the approach of Ibarra and Kitsuse, general and specific features of the discourse, as well as rhetorical idioms characteristic of various departments and NGOs were identified. In particular, the Ministry of Health and the Ministry of Labor and Social Protection of the Russian Federation actively use the rhetoric of endangerment, while the speeches of representatives of the Ministry of Natural Resources and the organizations subordinate to them use the rhetoric of calamity and the rhetoric of loss. And for NGOs, the rhetoric of empowerment and the rhetoric of unreason are typical. Based on the results of the study, it was concluded that departmental rhetoric, to a lesser extent than public rhetoric, sets the goal of actualizing and legitimizing social problems. A promising direction for further study of this issue may be the analysis of the rhetoric of the professional community (specialists working directly with socially vulnerable groups of the population) in relation to the most pressing social problems and innovations in the practices of their solution.
