TOMSK REGION THROUGH CONTEMPORARY CRISIS: SOCIAL, ECONOMIC AND POLITICAL ISSUES
The article represents the portrait of Tomsk region taken within two weeks in September and October, 2009 in the course of nation-wide research Regional Russia in contemporary crisis. Conclusions and observations based upon mass survey, various statistical data and expert interviews highlight current state of affairs in regional politics, labor market, business, media and NGO-related areas. The fact that Tomsk region appears relatively safe in spite of the crisis is, in authors' opinion, explained by well developed high-tech industries, large stately sponsored higher educational establishments and the absence of large scale heavy industries. However, regional advantages appear vulnerable to federal hyper regulation.
