The analysis of the notion "matter" (of outside medium, energy, movement, space, time, forms applied to biological systems) is made. The notion "information" is introduced as a link between external and internal space of the system. The notion "control" is introduced as the control of the object movement (subject) in space and is considered from the point of view of the method of the decision making regarding the movement start (action), including the evaluation of validity. The thesis on the distinction in kind of two ways of decision-making and its validity evaluation specified by information processing mechanism is introduced.
