O proshlom, nastoyashchem i budushchem Prikarpatskoy Rusi. Odna iz zapisok Russkogo narodnogo soveta Prikarpatskoy Rusi [On the past, the present and the future of Subcarpathian Rus. A report by the Russian People’s Council of Subcarpathian Rus]

The report tells about the impact of the accession of Galicia to Russia. It was signed by V. Dudykevych, the Chairman of the Russian People’s Council of Subarpathian Rus, I. Dobriansky and M. Glushkevich, Deputy Chairmen, M. Sokhotskiy, the Council Secretary, L. Alekseevich, a Council member and the authorised representative in Petrograd, and G. Malets, the Head of the Office. The report was registered in the Special Political Department of the Foreign Ministry of Russia on December 13, 1916, with Nr. 897. It was made after the Russian army occupied Eastern Galicia and Bukovina the second time, after the Brusilov Offensive. Speaking about the tasks of the war, the authors emphasize that the union of all parts is one of the main goals of it. They give information on the history of Galicia, on the struggle of its population to preserve Orthodoxy and Galician culture, its ties with Russia, on the contribution of immigrants from Galicia, Bukovina and Hungarian Rus to the development of Russian science and culture. The authors describe the ethnographic boundaries of the Russian (Rusin) population in Austria-Hungary and its number, and give recommendations on the policy on Galicia, including the “Ukrainian” issue. The document is stored in the Archive of Foreign Policy of the Russian Empire.
