Нациестроительство и этничность в постколониальных государствах Азии и Африки
Нация представляет собой вид надэтнической общности людей. Для членов одной нации характерны осознание собственного единства (т.е. наличие общей национальной идентичности), обретаемое через принадлежность к одному гражданскому обществу (форма социальной организации нации); единая в своих базовых чертах система нравственных, социальных, политических ценностей, отражающихся в национальной культуре и национальной мифологии; особая форма политической организации - национальное государство. Колониальные государства создавались не как национальные, а как территориальные, т.е. объединявшие граждан по формальному и случайному признаку их проживания в границах одной колонии, в дальнейшем превратившиеся в большинстве случаев в поликультурные и полиэтничные постколониальные государства. Национальная политика постколониальных государств с момента их появления и по сей день строилась и строится на противопоставлении «прогрессивной» «нации» «архаическим» «этносу», «племени» и стремлении подавить, фактически уничтожить этническое самосознание граждан, поставив на его место надэтническое - национальное. Однако этнокультурное многообразие не только не является непреодолимым препятствием на пути формирования наций, но и может быть благоприятным фактором этого процесса. Этничность не противостоит национальной идентичности, если не перерастает в этноцентризм - идеологию превосходства одной этнической общности над другими, в некоторых частях постколониального мира тесно связанную с трайбализмом. «Недосложенность» наций во многих постколониальных странах проявляется не в неискорененности в их гражданах этнического сознания, а в недостаточной сформированности у них надэтнического - национального - уровня сознания. И действительные препятствия на пути его формирования - не этничность, а с одной стороны, трайбализм, понимаемый не как факт существования автохтонных политических институтов и носителей автохтонной власти, а как потенциальное, во многих случаях и актуальное вольное или невольное провоцирование ими возвышения в сознании людей локального (трибального) пласта идентичности над национальным; с другой стороны, там, где оно существует, - тоталитарное государство, уничтожающее гражданское общество. Отказ от противопоставления «этноса» и «нации» и переход от политики подавления этничности к политике осознанного сохранения полиэтничности и одновременного укрепления надэтнического - национального - пласта сознания граждан могут стать путем успешного строительства наций в постколониальных странах. Автор заявляет об отсутствии конфликта интересов.
