EU policy towards the Transnistrian conflict (1992-2015)

The article discusses the evolution of EU policy towards the Transnistrian conflict. It describes major elements of the Transnistrian status quo as it formed throughout the 1990s and analyzes factors accounting for the EU's involvement in the Transnistrian conflict settlement in the early 2000s. The policy of putting pressure on Transnistria, the breakdown of the 'Kozak plan', the 'Meseberg initiative', and EU's shift to the policy of 'small steps' towards Tiraspol are explored. The article analyzes the impact of heightened international tensions in Europe in 2014-2015 on the situation in the conflict zone and shows risks of escalating contradictions over Transnistria. The author argues that the EU has become the second (after Russia) key external actor involved in the Transnistrian conflict settlement. It is not only the political settlement that is impossible without the EU's involvement - resolving everyday problems created by the de facto coexistence of two statehoods in the Moldovan territory and further maintenance of the status quo in the conflict zone also require its engagement.
