The fluid Northern Sea Route and the local community of Dikson: Promise of infrastructure

The article presents qualitative field research conducted in the seaport of Dikson on the Northern Sea Route (NSR). It explores Dikson residents' expectations which are historically linked to the NSR and associated with official discourse around NSR development. Local residents see the transition from the 'promise of infrastructure' spread by the media and regional authorities to practical ways of incorporating the port into the NSR infrastructure as problematic. This can be explained by the fact that they do not have any specific information about the NSR, and that the NSR is a complex infrastructure project with most of its operation and processes being invisible for the local community. Creatively rethinking official discourse, on the one hand, and appealing to historical forms of their belonging to the NSR, on the other, local residents rhetorically integrate Dikson into the NSR infrastructure.
