Ethnoexpertise: Taymyr Discourse

Ethnological expertise exists today in several perspectives and statuses at once. The article reflects theoretical approaches to expertise, showing it as an old tradition rather than a recent innovation. The article outlines the contours of ethnoexpertise in Taymyr, revealing the complex of actors and stakeholders, characterizing the research and the results of each. The results of the research have become the subject of a number of thematic discussions: at the moment, there are three round tables devoted to the subject of EE based on the results of research in Taymyr and, in the future, a joint project of the Federal Law on EE. The EE Law should apply to all complex problematic situations relating to the peoples and ethnic communities of the Russian Federation, including their tangible and intangible ethno-cultural heritage. To the present day, the draft law has been focused on the indigenous peoples of the North and industrial projects for the development of the territories of their traditional residence. However, the situation is changing, and the peoples of the South (Abaza, Besermen, Nagaybaks, Shapsugs) have already been included into the official list of indigenous peoples of Russia, and in the future the list can be complemented. In addition, the extension of the law to only one category of the peoples of the Russian Federation is fraught with unjustified and conflict-producing restrictions on the universal rule of equality of peoples: “the right to ethno-expertise” should not trigger interethnic strife.
