Development policy through the lens of Slavic identity: A comparative analysis of political discourses in Serbia and Croatia
The article examines the influence of Slavic macro-political identity on the production and contextual realization of political development discourses in Serbia and Croatia. The article aims to study the formation and development of the Slavic macro-political identity of Serbs and Croats, as well as to assess its role in the transformation of the socio-political development of these countries. To achieve the aims, a comparative analysis and critical reflection of Serbian and Croatian political discourses are conducted within the framework of the constructivist paradigm. Based on historical sources, the article illustrates the development of Slavic ideas in the selected political entities, emphasizing that Slavic political identity, despite its heterogeneity (the spatial division into Western, Eastern, and Southern Slavs), has served as a powerful mobilization resource for the consolidation of Serb and Croatian communities, creating a solid foundation for nation-building both within Yugoslavia and in the sovereign states of Serbia and Croatia. During the research, particular attention is paid to the impact of internal and external factors on the processes of Slavic identification in Serbia and Croatia. The author notes that attempts to redirect the value systems of the residents of the two countries are being made through the discrediting of Slavic macro-political identity and the dehumanization of collective identities of Serbs and Croats. A qualitative analysis of official government documents, media publications, cultural symbolism, and academic works has allowed to formulate the identity matrices for Serb and Croatian communities, indicating the place that Slavic ideas occupy today in the self-identification of Serbs and Croats. As a result of the conducted research, the author concludes that the shared historical past (the ideas of Yugoslavism), the Slavic linguistic community, and current cultural policies make the identification marker of Slavic identity one of the key elements in the self-identification of residents in both Serbia and Croatia. At the same time, despite the shift of Slavic discourses from general political practices to the realm of cultural policies, Slavic macro-political identity still influences the development policies of these communities, shaping their visions of a desirable future and foreign policy aspirations. The comparative analysis of Slavic discourses in Serbia and Croatia shows that the common identification marker of Slavic identity can help reduce ethnic tension and harmonize relations between Serbs and Croats today, both within the state borders of Serbia and Croatia, and at the transboundary (regional) level.
