State regulation of the reproduction of scientific and technological potential in the context of international cooperation

This paper investigates the problems of state regulation on the reproduction of the economy's scientific and technological potential, as it is the most important condition needed to increase competitiveness. It has been found that the process of the reproduction of scientific and technological potential depends on both the endogenous environment as well as the established relationships with the international community. However, international economic integration creates not only preconditions but also threats to national scientific and technological safety. Under these circumstances, the state acts as a guarantor for the creation, development, implementation, conservation, and the dynamic increase of scientific and technological potential. The author has examined four sets of directions for creating and developing scientific and technological potential. On this basis, some tasks of the state policy have been determined. These tasks ensure national competitiveness and innovation identification in the global economic system. It has been proved that the reproduction of scientific and technological potential consists of four stages: creation, implementation, exchange and consumption. The following factors relate to the special features of the reproductive process: the complete reproduction of scientific and technological potential; a surplus of unused scientific and technological potential during the implementation stage; a deficit in created and unimplemented scientific and technological potential during the exchange stage; under-consumption of scientific and technological capacity. The basic instruments of state regulation of each stage of the reproduction process have been determined. What is more, the author has studied the current status of the correlation of international cooperation and state regulation in Ukraine and Russia. The analysis of financial support for the scientific and technical activity proved that most of the expenditures in Ukraine and Russia have been taken up by the state and local budgets, which narrows the possibility for the reproduction of scientific and technological potential and does not guarantee the effective use of the available financial resources. The reproduction of the economy's scientific and technological potential in terms of international cooperation is presented as a logical and cyclical process during the creation, implementation, exchange and consumption stages. The need for state regulation of the processes of the creation and implementation of scientific and technological potential is confirmed by the threat of narrowing possibilities for the reproduction of scientific and technological potential production in the conditions of post-industrial transformations, which can further lead to the erosion of national scientific and technological safety.
