Institutionalization of government policy of Russian economy’s neo-industrial structure changes
The economic basis of the concept of neo-industrial structural changes in the Russian economy is presented in the article. The authors give a clarified definition of the Russian economy’s neoindustrialization, and they not only mean the essential changes in its technological and reproductive structure (the development of the 6th techno-economic paradigm, the integration of science and production) but, above all, the implementation of a systematic government policy, directed at various kinds of changes to the economic structure. It is shown that the deepest economic changes should take place in the technological-modernization, reproductive, cluster-trade, market-competitive, and social sectors. The concept of neo-industrialized structural changes in the Russian economy offered in the article is based on the innovative development of the existing productions. The technological update to production of the 4 techno-economic paradigm (the chemistry of super hard plastics, metallurgy of ultra light alloys, etc.) is necessary to provide processing and high-technological enterprises with modern resources. The modernization of 5th techno-economic paradigm industries (robotics, radio electronics, energy recovery, etc.) should facilitate the import substitution of production means. The establishment of the 6th techno-economic paradigm industries (cryoenergetics, biochemistry, photonics, etc.) is necessary in order to pass on technological breakthroughs to other sectors. The fundamentals of the authors’ concept of the neo-industrialized structural changes are as follows: The accepted methodology implies that if the structural transformations are made purposefully and under regulation, then the structural economic change occurs without negative shifts, and with the subsequent change of techno-economic paradigms. The fundamental objective is to make the basic macroeconomic proportions equivalent to the level of scientific and technological progress. The basic principles are the participation of the government, continuity and task-oriented consistency, and the interaction of the government and the market. The key factors are scientific and technological progress, investment in innovation, and the vertical integration of science and industry. The top-priorities are the encouragement of the innovative initiative of scientists, private investments into innovations (and the involvement of commercial banks into this process), a decrease in risk, and monetary financing of the most competitive projects.
