Methodical bases of modeling the mechanism of state support for small and medium businesses
This article is connected to the methodological foundations of modeling the mechanism of state support for small and medium businesses. The study emphasizes the urgency of the problem, exposes terminological aspects, selects approaches, chooses the type and standard of modeling, and defines the place of the mechanism of state support for small and medium-sized enterprises in the graphic model. A fragment of the graphic model which has been developed of the current mechanism of state support for businesses is presented. Lastly, an approach to determine the effectiveness of this mechanism is specified in the article. The mechanism of state support for small and medium-sized enterprises (SMEs) is understood as a set of interrelated elements, tools, and organizational and management methods. They ensure the functioning of the state support system for SMEs. During simulation of the mechanism of state support for SMEs, so-called “bottlenecks” have been identified, and form the starting point for the improvement of the system. Different methods of modeling may be suitable for the task. The main advantage of graphic models is their clarity and the fact that they are better perceived by readers. Therefore, this type of modeling has been used in the study. To model the mechanism of state support for SMEs, it is advisable to use systemic and process approaches. In this case, a systemic approach means that state support for SMEs is an element of a larger system and acts as a tool to implement socio-economic policy in the country. The process approach leads to the use of the well-known IDEF0 standard of graphical modeling, allowing a functional visual model to be created. Almost no special training is needed to read such a model. The “as is” model was created in this way and reveals the participants, stages, tools and features of the existing mechanism of state support for SMEs. On its basis, the “to be” model was created, reflecting a proposal to improve its effectiveness. The effectiveness of the state support mechanism is manifested not only in achieving performance values for program documents. An effectiveness assessment of the mechanism of state support for SMEs should take into account the objective opinions of experts in this field. Moreover, there is an obvious necessity to come up with criteria to evaluate the development of SMEs in the regions. On the basis of these criteria the effectiveness of the mechanism of state support for SMEs can be judged.
