Social orientation of governmental, business and NGOs management functions
The paper considers the establishment of a new concept of company management socialization, the need to recognize the administrative authorities operating on national, regional and local levels, and their strong interaction with the external environment. Management activity is shown as a process of self-renewal and self-organization of individuals and organizations engaged in an interaction with micro and macro environment in which they operate. This requires the unity of substantive and transcendental fundamental principles of management, the change in nature of interaction with the state, and consequently, the elimination of distinctions between commercial and non-profit organizations. This paper points out that there is a clear need for the establishment of partnership relations between the state and NGOs, which is considered a key condition for management socialization. Today genuine reform is a fundamental change in the relations between the state and the business. They ought to transform into an authentic partnership. Among the most promising areas of management socialization are reduction of administrative barriers; expanding the use of business incubators; systemic support for innovative business projects; improving access to financing: grants, microcredit, crowdfunding mechanisms, incorporation of business costs for social programs implemented by socially oriented NGOs in the list of expenses deductible for income tax purposes. The authors emphasize the need to transfer public functions to private organizations and institutions and civil society organizations. Organizational and economic forms of their interaction is a social contract.
