Methodology of integrated assessment activities and resource efficiency organizations that implement professional training

Vocational education system in Russia has attracted particular attention in recent years; a significant effort has been made to modernize it. However, vocational education still has its problems; primarily, they are linked to the performance of the educational institutions. Outlined problems can be solved through efficiency determination of the management of available resources in the context of achieving both the goals of the educational institutions and vocational education system as a whole. International and Russian references provide a considerable number of theoretical and practical methods for analysis of both for-profit and nonprofit organizations, however, appropriate methods for integrated assessment of educational institutions implementing programs of vocational training have not been developed. Based on the key theoretical tenets, it is expedient to identify the following evaluation categories of various aspects of the effectiveness of both the components of the overall effectiveness of organizations that implement programs of vocational training and secondary vocational education: an economic analysis of students; an assessment of material and technical resources of the educational organization and efficiency of their use; an efficiency of financial investments and cost-effectiveness; an effectiveness of the intellectual capital. Each group of resources is provided with a substantiation of the estimate indicators. The estimations for each group of indicators are followed by an integrated assessment of the results. It should be noted that the representation of the parameters characterizing respectively the student population, material and technical resources, finances and intellectual capital of the educational organization, could not be considered separately because they are elements of a single organizational and economic mechanism. In addition, the effectiveness of efficiency criteria, which is the level of objectives achievement in organizations implementing programs of vocational training and secondary vocational education as the basic elements of the system of vocational education as a whole, is advisable to consider as: first, a native part of the vocational education system; secondly, an independent integrated system; third, a center of the elements of this system with intrinsic peculiar properties. Eleven educational institutions of the Tomsk Oblast approved the provided method for integrated efficiency assessment of the resource use in the organizations implementing programs of vocational training. The testing has shown that this assessment approach allows expanding the boundaries of standard conventional assessment of the resource efficiency in the educational institutions, not only monitoring the performance in various activities, but also determining the conditions, opportunities and factors to increase efficiency in particular aspects of the organization's activities with account of time, risk, and liquidity differences.
