Risk factors of workforce quality formation in the modern socio-economic conditions

The article consists of three parts. The first part of the article "The overview of the modern socioeconomic conditions for the formation of workforce quality" is the statement of the problem in the research context of the current socio-economic conditions, which are characterized by occurring hazards, instability, uncertainty, ambiguity, lack of clear criteria for behavior in society, as well as lower values of the regulatory. Furthermore, the basis of human's social and professional being is risk and safety where formation of workforce quality takes place. The purpose of this research is to identify the factors and risks, contributing to the risk-causing nature of the overall workforce quality formation. In the second part of the article titled "The volatile nature of the workforce quality and risk factors for its formation" the author proposes that in the present socio-economic conditions the labor force quality is volatile, which, consequently, determines the risky nature of its formation. The volatility of the workforce quality is proved by the fact that, previously, the key component of an employee was a set of skills and abilities depending on his experience, yet today actual knowledge is plays a greater part. In the modern conditions of more dynamic social production tasks of production units and methods of implementation are continuously changing. Knowledge of modern methods for solving problems, an ability to obtain the latest results of theoretical research as well as an ability to put them into practice are becoming more and more crucial for the activity of workers. As a result, the requirements of the socio-professional world are changing the role of knowledge - that is to say - knowledge is becoming completely subordinated by skills. Therefore, it is proposed that formation of workforce quality should not be considered as a single act at a certain age stage of man, but as an ongoing process that results in the design and reconstruction of a subject's realization of social and labor relations with the help of information used for their knowledge and skills upgrading. Thus, the volatility of overall workforce quality is minimized by the continuous participation of citizens in educational processes. In the third part of the article "The risks of workforce quality formation in the modern socio-economic conditions" possible risks of the workforce quality formation are outlined. These risks occur due to the problems of Russian education, the levels of workforce quality formation and the failure to reach the aims of continuous education. Finally, it is concluded that the revealed risks of workforce quality formation, eventually, lead to the Russian economic risk of direct physical loss or probability of non-desired economic and business results (national income, profit) due to lack of appropriate specialists in the national economy. However, education remains the necessary starting potential to minimize the risk factors of workforce quality formation and to overcome the crisis.
