Professional competence of experts of an economic profile: intrinsic contents and assessment
Innovative transformation of higher vocational education implies that training system should not only come from the labor market needs, it is as well intended to become a generator of new ideas, creative solutions, and a source for rich social and cultural environment. In this case, we believe that innovative educational model has to be developed as a holistic system object that implies an integration of the competence building approach into the content of modern higher education. The main definitions in competence building models are "competence" and "competency" of an employee, a specialist, a chairperson, etc. The essential meaning of competence as a category can be briefly defined as a subject area in which an individual is knowledgeable and willing to carry out the activities, while competency is an integrated characteristic of personal qualities, which manifests itself as a result of training of a graduate by carrying out activities in specific areas. The development of professional competency occurs in the process of education and self-education of a professional. Therefore, the Novosibirsk branch of autonomous non-profit organization for higher education "Russian Academy of Entrepreneurship", from 2001 to the present time, has implemented the program "Personal Management", which aims at identifying the level of professional competences and determining the main approaches to professional development of business leaders. The diagnostic tools being used involve the following types of control procedures: entrance diagnostics; current diagnostics; final diagnostics, which includes practice-oriented projects. Based on test results, the respondents are conditionally distributed to one of three groups: a leader, manager or a specialist. The obtained results on the assignment of respondents to a particular group enable to work out a customized program of training and develop professional and personal competences that provide the possibility to switch the professional group (e.g., from the "specialist" to the "manager"). Thus, the proposed methodological program fits into the new model of higher vocational education, meeting all of its targets, which provide for training of professionals that meet the requirements of the innovative economy.
