Improving the mechanism of housing policy development and implementation in the region

This paper substantiates the need to modernize the mechanisms of housing policy establishment and implementation in the region through housing development institutions. The authors determine the stages of housing policy development in the region through the example of the Khabarovsk Region. The first stage comprises an analysis of demand for housing in the Khabarovsk Region and assessment of the current state of the housing sector. The second conceptual stage implies involving the Ministry of Housing and Building in the elaboration of the main development points of the region's housing policy, including development of specific implementation instruments, funding and the ultimate outcome. Then, the Ministry of Housing and Building obtains approval of these strategic points of the housing policy from the executive and municipal authorities of the Khabarovsk Region and submits them for the review and approval to the Governor of the Khabarovsk Region. The third stage is designated for the implementation and introduction of the housing policy through various methods and instruments. At this stage, "Khabarovsk Housing and Construction Corporation" acts as the developer and the owner of contract on behalf of the Government of the Khabarovsk Region conducting housing development and fulfilling the commitments to meet the needs of the benefit-entitled citizens, refinancing and monitoring mortgage assets and so forth. Khabarovsk Agency for Housing Policy provides market participants and municipal authorities with investment consulting within federal and private investment programs, introduces "single point of contact" to consult citizens on regional housing programs, conducts tenders, research, conferences and exhibitions related to regional housing innovations. The fourth stage is aimed at the monitoring and regulation of the housing policy implementation by the Ministry of Construction of the Khabarovsk Region jointly with the Khabarovsk Agency for Housing Policy. Should negative consequences of the housing policy implementation appear, its objectives, principles and instruments of implementation will be reconsidered. The authors propose the establishment of regional development institutions that will contribute to the housing policy development and implementation in the region, as well as the centralization of financial assets, and assurance of information transparency with regard to the measures taken to stimulate the housing construction development.
