State programs as a tool for evaluating and ensuring a region's economic security: the case of the Omsk Region
Scientific and practical significance of economic security of a region lies within the ability to assess the level of this security to enable regional government or ministries make management decisions, which involves building models, algorithms and methods for economic security evaluation. Specialized literature provides an established list of terms, such as threats, indicators, level of economic security, safety, risk, danger. Scientific discussions are underway to clarify interpretations and classification of these concepts, as well as formulation of definitions and semantic content. This paper proposes a definition of the economic security, which comprises such components as safety, independence and development. The role of each component can vary based on the socio-economic situation in a region and in the country. It is proposed to monitor the "safety" component based on the dynamics of socio-economic indicators in the region, "independence" - based on the degree of approximation of the indicator to its threshold, and the "development" component - based on the assessment of the implementation of plans by the executive authorities, which greatly comports with the activities they implement within state programs. Responsible implementers of state programs form a list of indicators and state programs expected results; monitor the socio-economic indicators within their field of expertise; have well-established relationships with companies and organizations in the industry, an access to highly specialized departmental statistics and a fair view of the factors influencing the given socio-economic sphere. At the same time, they do not monitor the broad picture of what is occurring. An authorized body could engage in compiling information from different agencies and conducting an analysis of the economic security of the region based on it. The effectiveness of state programs was given special consideration, since they are viewed in the paper as a part of the mechanism for analysis and provision of economic security. Decisions to adjust the volume of financing for state programs and a list of target indicators of the expected results, including other activities are made based on how well the state programs are structured and how fully and objectively the assessment of their effectiveness is carried out. The study of legal documents of the federal and regional level has revealed peculiarities and disadvantages of the process of formation and evaluation of state programs, which enabled to propose ways to improve them. They involve constructing a hierarchical system of indicators and expected results of state programs, specification of the significance ratio for expected results using the statistical method of principal components, reducing the possibility of adjusting target indicators of state programs.
