Problems and prospects for the development of educational activity in the knowledge-based economy

This paper substantiates the need for modernization of the higher education system, which is essential because higher education provides training for new generation and belongs to one of the major entities of the economic system. This requires radical innovations in the content, structure and organization of the whole system of higher education with a particular emphasis on the formation and development of innovation-oriented potential of the higher education institution, capable of influencing innovation in both the regions and the country. This is an important factor in accelerating technical progress and a priority condition for innovative development. This paper considers advantages and disadvantages of the Russian educational system, the prospects for the development of higher education, and the new challenges facing the higher education system. These multifaceted challenges contribute to the formation of the innovative educational system and require an immediate, comprehensive solution. However, despite the problems of formation of educational activity in Russia, there are perquisites for its development. In the medium term, it is a tool for the country's transition to an innovation-based development. In order to achieve this, it is important to unlock its potential. This will enable to establish a new standard of education based on improved financial and economic model of higher education. Modernization of science, on the one hand, and the sphere of higher education, on the other, will predetermine the capabilities of this innovation system. The latter will have a direct impact on strategic positions of Russia in a process of global cooperation and competition. One of the most important strategic challenges facing Russia is building an innovation economy. Innovation economy, on the one hand, is a reflection of the ongoing fundamental changes in the country, and on the other hand, it is a very source of change itself. An innovation economy generates excess flow of innovation, constantly setting new benchmarks in technological competition. In this respect, it is important to ensure the continued emergence of innovations in the economy, which would enhance the efficiency of the entire system. The major task of any government of a country is confined to building an innovation economy and requires establishment of an innovation-oriented higher education system, which is a particularly relevant task today.
