Labor safety: factors and conditions of the human resource's savings
The article presents a conceptual model of OSH management. The evaluation of labor safety activities is proposed to calculate not only in the focus of humanitarian positions expressed in the reduction of occupational accidents and diminution of the level of occupational diseases how it's done so far. But the economic positions, manifested in the saving of human resources and human capital accumulation, are also very important. This approach to the evaluation of occupational safety results in the ability to create the OSH management system that motivates company's management to invest financial resources in the improvement of conditions and provision of labor safety. The article presents arguments to confirm that investments in labor safety are not costs; they are investments, because they are not only provide humanitarian problem's solutions in the sphere of labor, but also provides the enterprises development, which is expressed in a positive financial performance. Thus, labor safety becomes a factor and condition for the development of the enterprise as a whole and, therefore, it is the subject for innovation and investment policy. For practical implementation of the conceptual model, the article suggests a multilevel safety management system capable of ensuring the implementation of the basic principle of the proposed conceptual model OSH management.
