The methodical approach to the assessment of the effectiveness of the technoparks

Based on the study of many methods for assessing the activity of technoparks, the authors propose the method of efficiency's calculation of Technopark, which can be used in the assessment of efficiency of management companies in industrial parks, adjusting their development strategies, monitoring the budget. Currently in Russia there are several state programs connected with the development of technoparks. It is expected that they should become points of growth in the formation of national innovative capacity. In the absence of a unified legislative framework does not exist common methodology to evaluate the effectiveness of investments in industrial parks. Currently the Ministry of communications uses its own methods of efficiency's assessment of the Federal budget directed for creation in the sphere of high technologies. In addition, there are guidelines of the Association of tech-noparks. The paper presents the author's recomendation to use the methodology of the Ministry of communications as the most complete, which contains quantitative methods of evaluation. For assessment of technology parks in the methodology of the Ministry of communications are invited to rate them on three groups of criteria: quantitative, qualitative and macroeconomic. The author's methodical approach assumes use of two types of criteria. The study also reveals demand for modification of an existing technique using to describe any aspects of technology parks' activity.
