Justification of the effectiveness of management in innovative potential of housing and construction cluster in the implementation of the program «Housing for Russian family» in the Bryansk region
Management innovation potential of housing and construction cluster is the coordination of its structural elements in the production and commercial exploitation of innovative resources, allowing for the development, testing and implementation of technology in the production process, product and organizational and managerial innovations. The control system innovation potential of housing and construction cluster is based on close cooperation with the main elements of management in innovative potential of the main participants in the cluster. The development of an effective management system will improve the quality of construction and its participants resistant to the negative impact of external and internal factors through the creation of a new resource of the economic system on the basis of new technologies. From the innovative potential of the quality of governance depends on the level of investment costs, the size of the profits and the competitive position of companies in the market. Therefore the development of methodology for assessing the quality of the innovative potential of the control system of housing and construction cluster is an essential aspect of its successful functioning. In order to determine the synergistic effect of creating a cluster in the Bryansk region calculated the investment projects of integrated development of the territory in the framework of the program "Housing for Russian family" based on a comparison with the performance of two embodiments -outside the cluster and its framework. Comparative results of the analysis indicate that the implementation of projects of integrated development of the forces of the housing and construction cluster the net profit from the sale of investment projects increased by 33% on average. Cost per square meter will drop to 30 thousand rubles. to 26.5 thousand. rub. per sq.m. The magnitude of the cost will reduce by 6.3%. Investing in the development of clusters of innovative potential ensure the growth of the profitability of production activities by 43.8%, return on sales of 42%, return on equity of 34%. Predictive values of indicators of competitiveness of products produced within the cluster, show a decrease in the cost per square meter in 2020 to a level of 67.4% of the forecasted market price per square meter of housing in the territory of the Bryansk region. Of course, this will be one of the determining factors of demand for residential buildings, built for enterprise-integrated members of the association. Thus, the formation of the territory of the Bryansk region of the housing and construction cluster will not only improve the quality of management in innovative potential of investment and construction activities, but also increase the availability of housing economy class category, meet the performance, aesthetic design requirements.
