Financial provision for development of depressed territories

In this paper the essence and value of depressed territories development are identified in the context of economic activity of the state. The author reveals the content of financial provision for overcoming territories' depressed state. Practice of financial provision for depressed territories is studied. The key sources of financial provision for territories to overcome their depressed state have been monitored; their influence on the degree of self-financing of these territories has been evaluated. Distinguishing features of the program and targeted financing of depressed territories development are determined and claimed to act a tool for direct influence on market economy of any territory. The author proposes the critical measures for the state stimulation of depressed territories development for the purpose of improving their financial base and enlarging the scope of opportunities. Need for development of a financial strategy for overcoming territories' depressed state is substantiated as it should ensure more effective management of a depressed territory's financial resources in the long term and in compliance with the goals of social and economic development.
